Nirbhaya Bill

As a kid, I remember my father saying that "Widow's right to Husband' s property Bill" was passed when late Prime Minister Jawaharlal Nehru's sister, Smt. Vijayalaxmi Pandit was denied right to her husband's property after his  death. Pandit Jawaharlal Nehru was aghast and angry at the sorry state of women in the country. Soon after, the Bill was passed which gave a widow her lawful rights to husband's property.
Drwing analogy from this, should we then wish and pray for such a monstrous act as Nirbhaya episode happen to one of the parliamentarian's relative, such that the Bill is passed immediately?
It is really shocking that Rajya Sabha does not consider this Bill important.
It's absolutely no justification that prior to this the 'minor' had not committed any crime nor had any wrong record in school.
In fact, the behavior of the boy, should then make us think what a terribly quiet person can do in moments of power.
